Per Ordinance 183893 §91.9310.2, the design professional puts a statement on the approved plans. The Department then files a County Recorder certificate (§91.9306.6) to dismiss the Order. A lender PML/SEL appraisal does not satisfy these city requirements.

Who is the engineer of record?

Per Ordinance 183893 §91.9305.1, the design professional of record is a California licensed civil or structural engineer or architect who prepared the retrofit plans and is listed on the LADBS permit. §91.9305.1 prints the designer class, not an observation-report duty.
